How to Rise to a Point of Order
Whenever a member believes that the Chair has made a mistake or a wrong decision, the member may rise to the point of order by saying as he rises (and without waiting to be recognized by the Chair), “Mr. Chairman, I rise to a point of order.” This may even interrupt another member who has the floor and is speaking. The chairman should then say, “State your point of order.” When the member states the point of order, the chairman decides, “Your point is not well taken,” and then proceeds to whatever business is before the assembly, or he decides, “Your point is well taken,” then proceeds with whatever business is in order under the reversed ruling.
